This is called Florence fennel. It forms large, swollen bulbs above ground that are delicious and taste like anise! The foliage is feather and also delicious. I learned about this yummy vegetable from my Italian husband who cooked it for me when we first met. I was in love! We eat it cooked and raw in salads. Sow seeds outdoors in mid-late summer after the soil has warmed up to 65-70 degrees to get the biggest and best bulbs. -Nancy
